David Clarke

Mr.Clarke
is a professional Firefighter/Hazardous
Materials & Confined Space Technician with the
Mississauga Fire & Emergency Services in

. He designed and delivered
the Firefighters Clandestine Lab Operations
Program for all members of his department. Mr. Clarke comes
to the fire department with 11 years of service as a police
officer, and an additional 5 years as a Paramedic/Critical
Care Flight Paramedic. As an undercover
Detective Constable, Mr. Clarke was involved in numerous narcotics
investigations as both an undercover operator and investigator.
He is certified in Clandestine Laboratory
Investigations by the U.S. Drug Enforcement Administration and
Network Environmental Services. Serving as a member of the
board for C.L.I.A. (Clandestine Lab Investigators Association), and
having membership in N.M.C.I. (National Methamphetamine Chemicals
Initiative) he maintains his ties with the drug enforcement
community. Mr. Clarke has instructed on clandestine lab topics in
the
U.S.
and
Canada
for numerous agencies,
including: New York City Office of Emergency Management, Criminal
Intelligence Service of Ontario, Florida State Fire College, R.C.M.P.,
Vancouver Police Service, Ontario Provincial Police Tactical
Response Team, Erie County Local Emergency Planning Committee (L.E.P.C.)
Homeland Security Conference, Buffalo Fire Department. As an
instructor he brings 20 years of emergency service field experience
to his presentations.
David Pipher
Director Explosives, Tactics, WMD Response, Health &
Safety
An
18-year veteran of emergency services, David is currently active as
a professional firefighter. He
is skilled in Rescue; Hazmat and Emergency
Medical procedures and is a certified health and safety
representative. David
began his career with a large regional police service and worked in
various capacities within the department.
David was an active member of the tactical
response unit for 11 years and was skilled as a sniper,
entry team member, hostage rescue technician, explosive technician
and Weapons of Mass Destruction (WMD) response specialist.
David has been actively involved in providing clandestine
drug lab training to various emergency services throughout the
province and the
United States
since 2003. David
continues to be actively involved in maintaining and enhancing his
skills through his involvement with various emergency services and
by attending lectures and courses.
Darren A. Cooper P.Eng
Director Technical and Structural Assessment
Mr. Cooper is a Licensed Professional
Engineer in the province of Ontario and is a Certified
Mould Inspector and Certified Mould
Remediator through the National Association of Mold
Professionals (USA). Mr.
Cooper is also a certified Hazardous Materials
Technician and has extensive experience in all aspects of
commercial and residential construction and also in specialty
remediation and restoration. Mr.
Cooper brings exceptional knowledge and experience on all technical
aspects as well as being the senior manager of the day-to-day
operations.
Our Instructors / Consultants
Terri Bradley
is a Police Officer from Osceola County, Florida, currently
working in uniform patrol. She recently finished a four year
secondment to a multi-jurisdictional mid/high level narcotics
unit. While in the unit she specialized in Clan Labs as both an
Investigator and Undercover Operator. Ms. Bradley attended the
D.E.A. Clan Lab Safety School in Quantico, Virginia where she
was certified as a Clan Lab Investigator and a Site Safety
Officer. As a law enforcement officer Ms. Bradley has been
certified to give expert testimony in relation to
methamphetamine labs. Terri has lectured to police officers,
firefighters, paramedics, and community services workers on labs
and their impact on the community
Craig
Hammer
is a Special Agent Supervisor with the California Department of
Justice/Bureau of Narcotic Enforcement. Craig is currently assigned
to the Los Angeles Regional Office as a supervisor of the
Clandestine Laboratory Task Force. This task force targets
large-scale methamphetamine manufacturing and trafficking
organizations along with chemical companies. Since 1990, he has been
extensively involved in all facets of clandestine laboratory
investigations, both as an agent as well as a supervising agent. He
serves as a primary instructor for the California Department of
Justice Advanced Training Center for the Basic Clandestine
Laboratory Investigations and The Clandestine Laboratory Safety
Certification course. Craig teaches at the California Narcotic
Officers' Association Annual Training Institute and CNOA regional
training classes. Topics in these courses include clandestine
laboratory investigations, manufacturing techniques, Mexican
national drug trafficking organizations and officer safety
considerations. Additionally, Craig has served as a lecturer for the
U.S. Dept. of Justice, Office of Legal Education, the North Carolina
Narcotic Officers' Association , the Clandestine Laboratory
Investigators Association and other law enforcement and private
industry groups. Craig has been qualified as an expert in the
manufacture of methamphetamine in U.S. District Courts in
California, Georgia, Iowa, Missouri and New York. Agent Hammer is a
member of the California Methamphetamine Strategy Committee, the
California Narcotic Officers' Association, and the Clandestine
Laboratory Investigators Association.
Tom
Fitzpatrick is a Captain in the Buffalo, NY Fire Department, where he has
been on the job for 20 years.
He
heads the HazMat Team in the City, which has about 120 firefighters
filling the various roles of a Hazardous Materials response.
He
is active in a host of organizations in the Buffalo/Western New York
region: the LEPC (Local Emergency Planning Committee), the LECC (a
committee that meets to discuss environmental crime), HazWest (which
plans for hazardous materials response in the 13 counties of Western
New York) and has a supporting role in Buffalo's MMRS (a Major
Metropolitan Response System, which can deliver large-scale
decontamination and medical assistance in the event a Weapon of Mass
Destruction incident were to occur).
He
is an adjunct instructor for Louisiana State University, which
delivers the Department of Justice's WMD (Weapon of Mass
Destruction) courses for police and fire throughout the country.
Rob
Cullen is a renowned Clandestine Drug Lab Specialist and
founding member of Canadian Emergency Planning Consultants. He
brings with him 19 years police experience; 8 years dedicated to
drug enforcement. Certified by the U.S. Drug Enforcement
Administration (D.E.A.) and
Canadian
Police
College
in Clandestine Drug Lab
investigation, Rob is also an excellent instructor on this subject.
The superior court of
Ontario
has qualified him as an
expert witness in relation to Marihuana, G.H.B., M.D.M.A. and
Methamphetamine laboratories. Skilled in undercover operations,
technical surveillance, and criminal investigations, Rob delivers
training with many real life examples. Rob is currently a Sgt. with
a large police service.
Don Sherrard is
an 18-year veteran of the
Phoenix
,
Arizona
Police Department were he is
currently assigned to the Drug Enforcement Bureau as the Clandestine
Laboratory Supervisor. Don
is a NFPA certified Hazardous Materials Technician and member of the
City of
Phoenix Fire Department
’s Urban Search and Rescue Team.
Don got his start in hazardous materials as a firefighter in
Bozeman
,
Montana
and Shoshoni,
Wyoming
.
As the Clan Lab Supervisor, Don has brought the Phoenix
Police Department’s clan lab response from t-shirts and blue jeans
to a world recognized program in safe clandestine lab investigation
response. Don has been
involved in hundreds of clan lab seizure investigations, from “Mom
& Pop” labs to large-scale productions.
As a certified AZPOST instructor, Don has presented Clan Lab
Hazards and Recognition training for the DEA 80 Hour Narcotic
Investigators School, Arizona Narcotic Officers Association,
National Tactical Officers Association, International Outlaw
Motorcycle Gang Investigators Association, 200 Hour Hazardous
Materials Technician School, the United States Forest Service, the
United States Air Force and numerous police, fire and paramedic
organizations around the nation.
Don developed the training for the “What’s cookin’ in
your neighborhood, Meth?” program used to educate the public on
the dangers of methamphetamine and it’s production.
